Patient Attribution Overview

Attribution is the process of associating a member to a provider. For the purpose of the NYQA collaborative effort, there are two basic approaches to quality measure attribution:

1. Assignment of the measure to the provider based on the fact that the member associated with the measure is administratively assigned to the Primary Care Physician (PCP) as part of the HMO enrollment process

2. Assignment of the measure to the provider based on an imputed Primary Care Physician or imputed Specialist relationship between the provider and the member associated with the measure. The criteria for determining this relationship is based on the number, type and timing of E&M or preventative services delivered by the provider for the patient and may include specialty designation or other criteria that may be specific to a measure.
